FMCSA Regulation 391.51 states that anyone operating a vehicle with a GVW over 10,000 lbs or operating under a CDL must complete a drivers qualification file in order to legally operate. Failure to do so may result in a average fine of $2,313, not to exceed $3,500 per operator in violation.
